I think, it is an oak. But it does look like a "living" tree, mythological, like trees in myths and fairy tales. I was surprised how exciting banners the Boy Scouts and Girl Scouts had. There are more individual photos of theose banners in my Flickr.
These flogs were very noticeable - just like the medieval flags. In those days most people could not read, so the signs and flags were important. And these modern flags follow the tradition.
