The photo was taken on December 18th. It can be afternoon, because the sunset was at around 3 pm. I suppose the tent was for maintenance (or guard)during St. Thomas Market, held in the city centre Esplanaadi Park.
Looks like a party is going on in the middle of the city in the middle of the night? Helsinki looks like a grand city.

I think we are all curious what's INSIDE the tent! Great photo for this.
VastaaPoistaI am not quite sure what was inside the tent. I suppose there were some guards, because it was the time of St Thomas Fair and the park was full of small huts where artisans sold their products. Read more in the text above.
